FSL Silverton/Pretoria reported multiple prior cases requiring processing before the Aeroton cocaine exhibits could be handled, creating a backlog. FSL Amanzimtoti had also been unable to accommodate the earlier Isipingo exhibits. These capacity failures enabled non-standard storage arrangements.
